USB GADGET HAL: Update HAL to version 1.2 Moving to HAL v1.2 to support NCM Dynamic IP assignment on Anorak. Added NCM related PID/VID's for the same and renamed NCM function to ncm.gs6 as guided by libusbconfigfs-2 framework.
