USBGadgetHAL: Add diag,diag_cnss,adb to supported composition list

Currently in the gadget hal, we don't have any composition that can
enumerate diag_cnss port (diag_mdm2 interface) but don't have any
rmnet related interfaces. On targets like Neo where IPA is absent,
it would be difficult to enumerate diag_mdm2 interface. So reuse PID
90D9, that corresponds to diag,diag_mdm,adb and prepare composition
to enumerate diag_mdm2 on Non-IPA targets.
