init.qti.usb.debug: Enable readl/writel ftraces of dwc3

Enable dwc3_readl & dwc3_writel ftraces of dwc3 controller.
Create a new instance for this purpose inorder to avoid
flooding of readl/writel traces in dwc3 instance.
