USBGadgetHAL: Write string descriptor to usb configuration in configfs

Write the current usb configuration to
/config/usb_gadget/g1/configs/b.1/strings/0x409/configuration from
vendor.usb.config to pass the USBCV TD 9.2 which needs a valid string that
denotes the Configuration Descriptor. Write "android" to the file in case
of standard android supported compositions.
