Switch libThermal_headers to Android.bp and unconditionally compile Define libThermal_headers using Android.bp for inclusion by other Android.bp client modules. Unconditionally enable (aka permanently relocate) this power extension from device/qcom/common for all targets. Change-Id: Iac3a3e1d29c4e00ebca2c9a6f59ffe4f60552cc3
