display: Add extension for SET_DISPLAY_ELAPSE_TIME in QtiCommand Add extension for QtiCommand in IQtiComposerClient to set display elapse time. Change supports advanced SurfaceFlinger wakeup for scheduling frames to display. Change-Id: Ie1bf774f540472ad57cddcb7f45c2f185f2fef66 CRs-Fixed: 2576673
