Introduce the Vendor HAL for Hostapd callback notification This commit introduces the new HAL for the notifications from Hostapd. Currently supports onStaConnected/onStaDisconnected indications. Change-Id: I2b3a7ad4e46ad03657942a6fa4c5287c3f908e3b CRs-Fixed: 2255532
