FM: Updating the Android SDK version to 29.

"PreloadedAppsTargetSdkVersion" test case is
getting failed for the target version 28,
eventually resulting in CTS failure issue.
To avoid this, updated the SDK value to 29
and made the necessary changes to maintain
the previous shared storage.
