policy_hal: Remove closeAllInputs() from custom policy manager In customer policy manager, AudioInputDescriptor::close() is not called to reset curActiveCount. This will cause input stream start fail. Remove closeAllInputs() from custom policy manager. CRs-Fixed: 2218335 Change-Id: I31a6643f6ba5a517212adaae8706667f49558e68
