PAL: send sample rate custom key for voice recognition As part of requirement to have sample rate specific tuning in devicePP for voice recognition and usb_rx usecases, add custom configs in RM XML for applicable samplerates Add ec_rx devices for PAL_DEVICE_IN_USB_HEADSET Change-Id: I7b6096e76975982c96a2dded07db6c0af9cf9e98
