Add CODE_UT_CF_SERVICE_NOT_REGISTERED in QtiCallConstants

Add CODE_UT_CF_SERVICE_NOT_REGISTERED to notify
the Call Forward ACTIVATION failure when user performing
the ACTIVATION without REGISTRATION or query failure for
CFNL if network is not supporting CFNL.
