Move side-car API(s) to use Executor

- To address possible thread-safety issues,
  execute API(s) on the same thread instead
  of using binder thread pool
- Remove expected thrown RemoteException from
  methods where it is not thrown from IMS Service
- Add permission checks to the side-car base classes
  to check on the calling process
