Revert "Revert "certify_bootimg: support --extra_footer_args"" This reverts commit dc7cea59b3bdf95435e4846309474b28a7fad161. After more discussions, decides to use the approach of --extra_footer_args, because `avbtool info_image` doesn't output a avb property value if the length is >= 256.
