[REFACTOR] healthd: BatteryMonitor use health 2.1 types
... instead of BatteryProperties. HealthInfo contains
much more information and is easy for health HAL impl
to use it.
Also add getHealthInfo* functions for health HAL
implentations to use.
Test: health VTS 2.0 test
