tools-lineage: Add prebuilt patchelf v0.9

* Seems newer versions can corrupt binaries
* Commit 44b7f95

* Compiled using official commands list
* https://github.com/NixOS/patchelf#compiling-and-testing
* Then for linux-x86 statically relinked with:
gcc -Os -Wall -fexceptions -pthread -o patchelfstatic src/patchelf.o -static -lstdc++
(macOS same was done, minus -static)
