IconPack{Sam,Victor}: Inverse vol collapse/expand anim path data

- This commit aligns the volume bar collapse/expand icon animations
  behaviour of Sam and victor with other themes and also reformat
  the code.

- Fixes wrong expand/collapse icon in volume bar.
