cld80211: Add an API to stop receiving events Some of the processes like cnss_diag need to stop the process gracefully. Handle the same by introducing an API to inform cld80211 lib for a process to gracefully exit. Change-Id: I387141d76b801c5971b11f667acc28f0b7153cf9 CRs-Fixed: 3509951
