WifiHal: Delete NDP interface first on supported targets. NL80211_CMD_DEL_INTERFACE for NDP interface internally performs NDP cleanup. Hence, trigger NL80211_CMD_DEL_INTERFACE first and skip QCA_WLAN_VENDOR_ATTR_NDP_INTERFACE_DELETE. Additionally, check interface existence before calling delete.
