thermal-hal: Add thermal HAL 2.0 support for shima Add thermal HAL 2.0 support for shima target. It shares the same lahaina sensor configurations except skin sensor. Add all lahaina variants soc id to thermal HAL 2.0. Change-Id: Ibb128da49d1e2a9daf36cdf304764e3409429d13
