thermal-hal: restart thermal hal service When thermal hal service first boots up, it can not parse some thermal zones' type from drivers' sysfs, like power supply, because these establish later than thermal hal service. So restart service and ensure that it can initialize successfully. Change-Id: Ie737174445ed216d79a976e8e4b68719064e9066
