Allow implicit-fallthrough warnings in IPACM_Main.cpp. It will be a global error by default. Test: make checkbuild Bug: 112564944 Change-Id: I1a238297f83ebbab6b9dcae0130a009ca42c756e Exempt-From-Owner-Approval: do not block on new warnings
