mm-core: Reintroduce audio codecs to OMX registry for supported targets

Reintroduce audio codecs to the registry for targets that support
OMX. Remove taro from the list of targets supporting OMX.
Targets that don't support OMX will fallback to the default
registry. Remove the dummy component entry from default registry
to resolve make component failures for non-existent default entry
on targets that don't support OMX but have the OMX store enabled.
