mm-core: Decouple from libplatformconfig from vidc and link with mm-core PlatformConfig is a singleton and is persisted within libOmxCore. Remove the dependency with vidc so it could be compiled-in independent of QMAA Change-Id: Ia108c94e9e14e728d71da3274416dcfe3546c509
