mm-video-v4l2: vdec: update framerate atleast once Some containers will not have fps info(like webm), So HAL will treat default as 30 fps. It will impact HFR usecases, for example 960 fps usecase, OMX sends all 960 frames to renderer instead of sending only 60. So updating fps info atleast once to driver.
