mm-video-v4l2: Add support of capture and CVP frame rate controls

Set V4L2_CID_MPEG_VIDC_CAPTURE_FRAME_RATE and
V4L2_CID_MPEG_VIDC_CVP_FRAME_RATE to help configure CVP skip ratio
property. Skip ratio serves as a hint to Video firmware for the
number of frames that are skipped cvp processing, and that it has
to re-use CVP metadata from earlier frame to encode the number of
frames denoted by Skip ratio property.
