mm-video-v4l2: Fix to update Enc input port buffer count

actualcount at omx side is not updated for the case where driver returned
min count changes from larger number to smaller as is in the case when
resolution is changed from default to 8k, resulting in allocating more
buffers than expected. This change ensures that right number of buffers
are allocated when enoder input resolution is changed from default to the
one client has set.
