sdm: Check panel HDR capability when declaring HDR capabilities to SF HWC currently declares its HDR capabilities based on the capabilities of the loaded tone mapping libraries and the SOC declared HDR capability. Update the HDR capability declaration to factor in whether the panel has been marked as HDR capable. Panels without HDR capability declared will cause HWC to report no HDR capability to SurfaceFlinger. Change-Id: I158480469a767db76392d9d8ab935f322669bbd4
