display: Add support for new inline rotator v2 - Add DISABLE_INLINE_ROTATOR_UI_PROP to enable/disable inline rotator for UI layers. - Add DISABLE_ROTATOR_PRE_DOWNSCALER_PROP to enable/disable predownscaler. - Set predownscaler settings in sde_drm_scaler_v2 structure.
