hwc: Implement state 2 to handle CommitOrPrepare. -- Skip validate assumes Present or Validate to succeed. -- CommitOrPrepare can result in Present and Validate even with composition changes. -- Implement a new state(2) to mark CommitOrPrepare with composition changes.
