sdm: Handle CWB when FB resolution changes - CWB Idlefallback buffer is created once as per FB resolution and is not changed when FB resolution changes, leading to commit failures. Add support to handle CWB Idlefallback buffer reallocation. - Validate the CWB ROI as per output buffer resolution. Change-Id: I9242427ef60c8698f4f2cf020b08d34d7dd97fb8
