Bluetooth: Read and use BD address from persist file. When the BT SOC is initialized in mission/ftm mode, read the BD address from BT NV persist file and make use of it. This way the BD address will be in sync with the one if the user changes it using btnvtool. Change-Id: I44e9d22f911bf3d6803103e1abf6a4876d665c9a
