hal: fmt_change_test app for format change detection on qcs405 Add fmt_change_test app to capture SPDIF or HDMI audio according to detected format. Listen to format change events and open new file on each change. Change-Id: Iaace7f4c8c0a94418f326ae8d403cd14741d484f
