hal: add support for hdmi out device In hal the DP and HDMI out devices are treated as same. where as in pal, DP and HDMI are two different devices. Select the pal out device as either HDMI or DP based on controller and stream values. In stream out setparams, update the controller and stream values only if corresponding setparams received.
