Doze: Fast path for pickup pulses. Decrease the pulse duration when pulsing for pickup. Add an option to skip the proximity check entirely, but don't turn it on yet. Bug: 18373928 Change-Id: I54f8dee004229193a18d488759bf797a16470cab
