SurfaceFlingerPerfTests: Scenario builder for SurfaceFlingerPerfTests. By exposing a SurfaceControl and allocating a specified number of buffers to it were now able to test various scenarios utilizing the SurfaceControl.Transaction apis in SurfaceFlingerPerfTests.
