Fix AssistDataRequesterTest Flakiness
There's a race condition between setting `mRequestCompleted = true`
and asserts its value as true in #assertReceivedDataCount.
Fix the flakiness by updating `mRequestCompleted` whenever getting
the callback (without handling it asynchronously).
