chore(@AlwaysOnMagnifier): Modify minimum persist scale to 130%
In previous CL we constrain the scale range in persisted scale to >= 200%. We think that users would like to keep the scale < 200% as the default magnification scale. Therefore we set the constrained scale range to >= 130%.
We assume if the scale is < 130%, there will be no obvious magnification effect.
