Collect packages when TestObserver#onHealthCheckFailed is called (2/n) TestObserver#mHealthCheckFailedPackages is added to collect packages when TestObserver#onHealthCheckFailed is called. It will be used to test if resgistration/unregistration is done successfully. TestController#mFailedPackages is also renamed to be distinguished from mHealthCheckFailedPackages.
