Allow Traceur to take START_FOREGROUND_SERVICES_FROM_BACKGROUND As part of targetting the Android S API level, we need to explicitly allow the privapp Traceur to start services from the background. Test: atest TraceurUiTest Bug: 176849372 Change-Id: I58c2a23653541f8516beedf0971d60403eedbb02
