Update Rlog to include a method for obfuscating pii. Added a new method to Rlog that obfuscates pii in a way that shows the total digits in the URI. This is more useful in debugging than other methods that leverage SHA hashing. Test: manual (logging update only) Bug: 279998644 Change-Id: Ie0923d4ccd90c9e2059c67fb5b6dcb4f68e3c03b
