Work on issue #11634365: Leaking restarting services Tighten up some flows to try to avoid any chance of leaving a restarting service on the list, add a log to the only remaining place I could find that we could get in to trouble for some reason. Change-Id: Iffb9be9d97deefc6cf0c5790eedfeb6e4e8a36bc
