AppWidgetManager shouldn't use StorageManager.

It's probably looking to detect both STATE_RUNNING_UNLOCKING and
STATE_RUNNING_UNLOCKED, so it should use isUserUnlockingOrUnlocked()
instead of trying to peek at the low-level CE key status.
