Move ensure activity visibility processing to helper class (72/n) Reduces the amount of cruft in ActivityStack class and makes it helper to refactor later. Bug: 80414790 Test: Existing tests pass Change-Id: I937b7083348fbd860d70d2c80714a5491dc1e213
