SurfaceMediaSource: use the HW_TEXTURE usage bit

This change makes SurfaceMediaSource request Gralloc buffers with the
HW_TEXTURE usage bit rather than the VIDEO_ENCODER bit.  It is a
temporary workaround for what is likely a Gralloc bug.
