Camera3: Remove mutex from ZoomRatioMapper

ZoomRatioMapper's member variables are const after construction. As a
result, we don't need mutex to protect updateCaptureRequest and
updateCaptureResult calls.

Also fixed missing zoom ratio mapping initialization for physical
sub-camera.
