Add method to convert from AIDL QosCharacteristics
type to the supplicant equivalent.
Bug: 319313500
Test: Manual test
1. Log all fields in the converted object.
2. Send an add QoS policy request that contains
QosCharacteristics.
3. Verify the logged fields.
