Fix isAtLeastU for post-U codenames

isAtLeastU assumed that unknown codenames were a single letter, which
hasn't been true since Tiramisu. Copy the implementation from the platform's
frameworks/libs/modules-utils/java/com/android/modules/utils/build/SdkLevel.java.
