Handle Android 4.4 User Switching

Android 4.4 introduces user switching which results in multiple
AntRadioServices binding to the HAL. This fix should allow this scenario
to work properly, always giving preference to the foreground user and
optionally allowing access to background users when the foreground user
is not using ANT.
