sepolicy : Allow kernel to create perf_events after hotplug Callback in memlat(pmu_lib) in the context of hotplug thread is unable to create perf event after cpu powers back up due to selinux denials in user build. Add sepolicy to fix it. perf_event need to be accessed from both DCVS and kernel domains. Change-Id: I10decd83172029df5bed8671d51124878b98eede
