Use BaseModuleName for LOCAL_MODULE

This CL uses OverrideName to ensure that the LOCAL_MODULE does not
contain any version information.

Test: Created CaptiveLoginPortalGoogle.v2, and checked that its
LOCAL_MODULE is CaptiveLoginPortalGoogle
